Netflix Community Benefits Agreement

As part of the New Jersey Economic Recovery Act of 2020, the Aspire Program Act was established. In that Act, proposed projects with a total project cost equal to or greater than $10,000,000 must enter into a community benefits agreement with the Authority and the municipality (or county) in which the project is located as a condition of the Aspire incentive. The Borough negotiated an amount of $5,000,000. The following is a broad framework of what the funds can be spent on: “The agreement may include, but shall not be limited to, requirements for training, employment, and youth development and free services to underserved communities in and around the community in which the redevelopment project is located, as well as any other program element, on the project site or in the host community, intended to improve community health, safety, access to opportunity, recreational opportunity, environmental resilience and environmental quality, quality of life, or other locally-prioritized community benefit.

Requests for Funding and Decisions

All written requests for funding will be reviewed by the CBA Committee. All decisions will be memorialized in the minutes of the meeting where the decision is made. After a decision is made, the applicant will receive a letter with the decision. If approved, they will need to sign an agreement and submit various paperwork to being the purchase order process. Below are the requests for funding as well as the decision for each. Please note that each application is at various stages of completion. Some have been approved and paid. Some remain unpaid for various reasons such as we are awaiting paperwork or they have requested funding to be paid later.
